Abstract:

Cybernetic offenses have long been outside legal regulation except for the Copyright and Related Rights Act no. 8/1996 , which criminalizes software piracy, regulating only a part of this dangerous manifestation, and Law no. 16/1995 on protection of topographies of integrated circuits . Law no. 21/1999, for the prevention and sanctioning of money laundering introduced for the first time in the Romanian legislation the notion of "cybercrimes". As any social phenomenon, cybercrime represents a system with its own properties and functions, distinct in terms of quality from those of the component elements.
